Abstract

Innovative practices in local and regional planning provide new opportunities for embedding citizens and communities in developmental and encompassing governance processes. There is a tension between the need for Metropolitan and regional planning, and the regard for a "deepening" of local democracy. The potentials of planning for enabling effective policy-making in proximity to the people needs to be reassessed in light of changes towards decentralization and increasing complexity of governance.
