Abstract

The Panel explores the character of welfare reform processes in Russia and Eastern Europe and changing patterns of social security and insecurity. Themes include the decline of state provision of welfare and its substitution by local government, NGOs, business organisations, and community and kinship networks; the consequences of changing access to welfare for different social groups; and the question of whether the changes are consolidating into distinctive new welfare regimes.
