Abstract

In recent years, new circumstances of immigration have put mainstream convictions about nationhood, citizenship, and the right to control borders to the test. Supranational polities such as the European Union have not as a rule simplified, but complicated their governance, as responses at various levels of policy-making have been wildly incoherent. Especially where migrants have refugee status, new normative questions about their claims to mobility and self-determination need to be asked.
